It feels good and familiar. Its like the whole vaporwav things, which was a reaction to the fragmented globalism. Nostalgia for the future we never had. I think it is good to study, and attempt to live, those things.

I hate Gen Z slang so much. As a millennial, POV used to mean a specific type of pornography. Now these kids just use it in casual conversation. I told them they shouldn't know what that means and they continued on ignoring me. Then one day I said it again and someone pointed out that they weren't referring to pornography. Then the rest reacted saying all I think about is pornography and called me a gooner. From that day on, every time I tried to interact with a kid, they called me cringe, even when it was someone from a completely different friends group. 

They think they own the phrase NPC, and have never even played Skyrim. All they do is gasslight you about how you consumed pornography because it was popular in the early 2000's.

What you are referring to as brevity is base crudeness, as brevity is valuable and to be appreciated. Much of what separates long-windedness and eloquence is the introduction of brevity. But to actually answer your question, it requires a majority population of high IQ individuals which only exist commonly in White Europeans and East Asians combined with actual power and media run by these ethnic populations. You can't have one or the other; smart leaders and media apparatuses cannot ever fully educate a dumb brown populace, while a dumb brown elite can never communicate in an eloquent way nor tolerate such forms of communication as they would be unintelligible.

the definitions of eloquence and brevity seem subjective to me, but giving man the tools to craft/ articulate might be more achievable. pee wee herman's playhouse did something similar by crafting the word of the day creating an in group and an out group while showing children the ingroup's celebration of new words encouraging curiosity by not giving definitions but left context clues. unfortunately doing something like that on this site is tough because pee wee herman had both the benefit of forgetful audience and planning, two episodes in a row and you can feel the word of the day carries less meaning than its first iteration. 
while some might argue that eloquence comes from phonetic harmony so repetition of harvard sentences sets limits on the breadth of phonetic options. This is a murky idea to me.
I think familiarity of ideas and expectations is a quicker route for enhanced communication, like common core was during my formative years, a book club, a consolidated source of information: a shared image board, a few celebrity voices less is more in this regard. Discussing the same few ideas repeatedly should reduce both the amount of ideas and the speed at witch it those can be communicated creating variety like adding fruit to oatmeal keeps the meal interesting. Nursery ryhmes comunicate old ideas in many words like the fruit in my breakfast, but the title "oatmeal" invocates the idea.
Defining out group behavior and meeting it with aggression hatred and insults, I assume should increase engagement. Hero complexs, trevor axiom, usefulness in defense of moral ideals, w/e it is called I expect to be organic, everybody has bad days and in an environment where memory is short both of the self and other(s) reflection is rare, stream of consciousness thrives. lack of ethos is a positive step towards this group mental deficency.

I think I understand what you mean. It is simply a group effort or standards. I remember, during the early migrations into 8chan, for whatever reason, everyone decided that they would post using long, articulate, precise writing.  Anons would even comment that their own writing, and common day language, had improved. It was like people wanted status as as intelligent person, and the best marker of that was good writing. I miss that, because it is very easy to observe my own linguistic decay. I know we have /fascism/, but I really wish they took on the mantle of grammar nazis. 

I think the biggest driver if for people to simply have fun. Internet-language developed by people simply enjoying a new technology and process.  Status is a great motivator, but the energy will always come from people having fun.
