I belive the captcha token would be the only identifier and there would be nothing preventing tor users from getting a new one any time. This would only let us hand out bans/purge by token without accidentally all tor users without actually compromising security. They'd have to trace you thru the tor network, raid you and seize your box, and find a token you can purge at any time on it to link you to posts made here. Not a likely scenario.
This is more about making the only real attack vector, manual spam, that much harder.
