Payday 2 was shit at release. There were a bunch of unfulfilled promises from the dev team - for example they overpromised the number of heists in the game by counting each permutation of the base heists as separate, individual heists (so instead of Bank Heist counting once, they counted Bank Heist: Cash, Bank Heist: Gold, and Bank Heist: Deposit Boxes as unique missions). They advertised something like 11 or 12 heists at launch but we actually got around 5 or 6.
There were also a number of other glaring issues, such as the CrimeNet implementation, the abysmal item drop system that forced players into an infinite grind loop, the lack of cloakers, the horrible desync issues that made multiplayer stealthing virtually impossible, and the fact that all of the available heists were objectively worse than those of the first game.
The only thing PD2 did well over PD:TH was the gunplay. The combat in PD2 was leagues ahead of PD:TH. The problem is that combat doesn't mean much when your heists are all garbage.
