In your infinite wisdom, you use this never-ending budget to make the gaming room of your dreams.
How do you go about it?
Me personally I would try to recreate as faithfully as possible a gaming basement you would find in the early 2000s. 
6th gen consoles attached to a big-ass CRT. I'd get some of my favorite arcade cabinets like Time Crisis, Galaga, Guitar Hero III and maybe even a japanese import like Taiko no Tatsujin. On the corner I would have a mini LAN party section with multiple WinXP-Win98 PC rigs. I'd have a pool table and a display fridge with fizzy drinks and a giant poster on the wall with all of the Dead or Alive girls on it.
And for post-7th gen games? I'd have a small movie room with a projector to play any modern 16:9 releases.
You all would be invited of course!
None of that gay LED RGB shit with a wall full of consoles I'll never use or "retro art" posters. That kind of shit infuriates me.

I would have most of what you said except maybe cut a few of the arcade cabinets out and it wouldn't really be a basement but rather a entertainment room not located underground, with large windows to let lots of sunlight in. Additionally I would include the following:

>a bench
>a pull up bar
>a surround audio setup connected to a small form laptop which I only use as a music storage/player
Last but not least, a medium sized dog house with a chained collar.

A zillion? I guess I'd hire some really smart people to make my own video games. Also I'd make them make me a giant ball to run around inside of which a projector, atmosphere control, etc, like full body vr. Round shoes of course so as to make it more comfortable. A projector could work with such a thing on any of the stationary rings inside of which would hold the various mechanisms in place. I'd draw a picture but it'd be ass. Having that shit on your face is not VR, I swear it's deliberately meant to make people hate it. At least make a helmet. Shit's gay. Even if I had a helmet though I'd want to just lie back and only move my hands as normal if there's no good actual environment for my entire body. Those mats they have look like shit too, with the hip attachment. A big ball would be easy and practical, just also more expensive despite being so primitive a method. I would like it to look more like a studio than what those retards who collect funko pop garbage usually do.
Nothing too colorful, and not too much merchandise (like figurines) on display.

I would like maybe a pinball machine or two, and maybe some drink vending machine too.

It doesn't take that much to have a comfy setup. What I'd actually do is build a separate server room with a lot of drives for long-term storage so I can keep saving fucking everything. Or just build a workshop equipped with nice tools unrelated to gaming so I can DIY everything I'd need for my le mancave and more.

With that much money I'd just buy or build myself a castle like pic related, renovate the interior to look as authentic as possible (with the exception of things such as fiber internet, electricity and warm water obviously) and then just choose one of the multiple rooms to set up my PC/consoles. Then I'd buy myself a wife and armed security. We'll build a shooting range nearby and a helipad. I'll set up my own private military company and call it Outer Heaven. Then we'll do whatever we want because we have a fucking castle and a military to go with it.

The ideal gaming room?
There's honestly not much to ask for except a custom molded mouse specifically for my hand and a desk and chair that costs around 4000$ together  and a  decently spec computer including a cost of a house and some small extra things to improve QOL

Arguably with not even that much of the budget  I could pretty much live  with just a few games  for the rest of my life

Soundproofing for one. The rest is what I have but just more comfort and some other things I'd like to have. Decent climate control, more desk space/a proper desk, a chair that isn't crap, solid furniture, table space for fabrication shit like my printer, ventilation for the printer, dedicated servers for whatever I happen to need them for, more servers for data hoarding, good lighting and some windows to let natural light in, and shelf space for my fumo friends. An actual hole to china so I can throw my garbage in would be nice, can also double as an emergency shitter. 
This is more or less just being realistic, if I were to go balls to the wall with unlimited resources and no one to tell me no, I'd go full dystopian Matrix mode: setup an isolated chamber deep underground running off geothermal energy, hook me up with an immortality device powered by australium or whatever, and seal me up in a VR pod so I can play being God in my own simulated reality until the Sun swallows the Earth. Though that's less gamer pad and more sticking it to the Demiurge and refusing to interact with the cycle of Samsara.
