No it isn't. The objectives of the game are a chore so if you're playing for those, you should play something else. So with that out of the way, what else does the game offer? Driving, combat, and an open world city you can't interact with beyond vehicles, mowing people down, and mowing cops down or evading them. This is not revolutionary. GTA was doing this in a 3D world since 2001. Other titles proved this is not hard to do, for example Saints Row, Driver, and Mafia. It doesn't do "everything," it does an extremely small amount of things and it doesn't do them well. Volition made the same "piss of the cops while driving and using weapons" pointless simulation on a much lower budget and in much less time, and the wacky weapons, tons of customization options, and better vehicle handling actually make dicking around for an hour before getting bored a more interesting experience in comparison to the considerably less content offered by GTA. Yet, none of this changes the fact that the novelty factor of this died in 2001. People have been doing the exact same shit for over 2 decades.
