It's just a matter of sophistry. In a literal sense, the presence of triple techs and the action command chain are things that weren't present in the original, as is the ability to re-fight bosses, so the literal meaning of "nothing that wasn't there before" doesn't apply.
On a more metaphorical level, one may argue that nothing good or worthwhile was added, which is a fair point considering how remakes are usually made these days (Nintendo removed that 3D Mario trilogy after four months on the e-shop for absolutely no reason, for instance). But as >>226986 points out, the game has received a polish pass that seems to have removed at least some 90s Woolseyisms and made the game more faithful to the original Japanese, which is practically unheard of for any kind of remake. I think this is a significant improvement over the original, which is a game I did play and enjoy as a child but which I certainly didn't understand.
So I don't see any way someone could say the remake contains nothing that wasn't there before unless his goal is simply to prevent or derail conversation of it, which I think is harmful. This remake seems to be a mixed bag of good and bad, and I think it's reasonable to appreciate the good (in a "oh, neat" kind of way, not a corporate shill way, you fucking idiots).
