You literally can't force out inspired art through spending money, you have to have some level of talent at some point even if just to recognize who to contract to pursue their own passion projects. Labors of love are something that large companies can't compete with, especially because they're usually distributed for free.
I have more of a problem with some of the things ZUN has done (sanae etc.) than anything a soulless tertiary could be responsible for, anyway. It's natural to expect suits to not have the chunnibyou spirit, that's why they can't produce anything fantastic.
