From kindergarden to HS I have had a total of 5 female classmates out of a total of 163.
2 of which were single moms by age 11/12 respectively, the dads were homeless early 50s yo gypsies.
2 which had birth defects which made them invalids (to the point one could only drool and only used her limbs to reach out to her mom if she was nearby otherwise someone had to push her wheelchair around, the other was severely retarded but could count and spea, had a mustache and was morbidly obese by 12)
and the last one advertised her OF when she was 14 on the same social media account her family, grandparents, highschool and middle school acquaintances knew her on.
This is the dating pool which I locally have access to.

I am going to an eastern european engineering university where for the past 5 years there hasn't been a single female graduate and historically very few if any women attended.
I intend to work in the merchant navy since it's the only way to make above 1k usd legally here.
This town is a semidecrepit and most of the people are in their late 40s and 50s.
The youth if they can, move away. Whoever remains are generally losers, criminals, prostitutes and a small segment of people which attend this one university as it is the only maritime university in the entire country.

In such an environment how am I supposed to get a gf?

I am almost 21 and was interested in commisioning as a reserve officer in the navy while studying to minmax military and civilian benefits and be a conscript to get more admission points for the aforementioned reserve program as I would be "prior service". 

However the romanian military cancelled the entire western style reservist system in favour of voluntary conscription where for only a one time sum of 2k usd and a "salary" of 100 usd a month for the 3 months of "training"(sitting around barracks and cleaning the base likely not even touching a rifle once much less firing it) you are going to be permanently on call as a "tactical reservist". 

Fined if you don't show up to unpaid trainings(where there's only capacity for 100 or so people and if you're extra you have to sit by and watch the entire thing otherwise you get fined, you also get searched and have to change into uniform which takes a while to sign the proper documentation due to missing seals) which are organized at randomized times and notified only 1-2 days before they happen by mail so if you work outside the country and nobody lives with you to pick your mail you are likely fucked even more so if you would work in the middle of the ocean.

It could be you don't get any training for years, or you could constantly be on-off training for months, all without being paid a single dime.

But alas, to get back to the actual point of the thread and not just whine about how shitty my country/country's military is, "In such an environment how am I supposed to get a gf?"

This issue was part of why I quit school at one point. I was attending a pretty isolated uni, and many of the students were from other countries, so not good relationship material.
How long will you be in uni? You are still young, so you have some time. But I can imagine that working in the merchant marine also makes finding gf hard.
Will it be possible to travel to a more populous area sometimes while you are at uni to maybe meet someone? Or will you not have the time/money?

yes OP, to have the youthgoy uni student experience(TM) you need to be in a mid to big sized city, an instagram profile, and preferably a dating app. that's it. miss one of these and you can start thinking about how to apply for your favorite ascetic order.

It shouldnt be hard to find a gf in eastern europe since women are loose(slutty) and have low standards, plus westerners are seen as a golden ticket.
The downside is most of them are primitive trash, either way in these times there is little to choose from i guess.
At this stage in time there is little point in joining any military as its a shitshow from either side and wont work out for any of them, you should be happy they turned off the conscription.

4 years for the bachelors and 2 for the masters. I will want the masters in order to not just be a lowly officer who is paid badly in comparison, you legitimately need it to simply be able to take the test for higher licenses.

I mean, I only considered being a reservist, not a full time service member. If being a merchant sailor doesn't pan out I either emigrate or I work for the government(not sure where my marine engineering skills could be of use besides the military), working for the private sector in romania SUUUUUCKS.

Well that sucks, but from your description it sounds like it would be hard to avoid if you stick to your chosen career path.

Yeah this is a pretty obvious problem.
If you stick with your chosen career path, you may have to accept just focusing on your studies and getting decent work for a number of years, and then worry about finding a wife after you are more established. That's not automatically a terrible plan. The real problem with it is that you do not get the chance to try dating and get "practice" pursuing women in the meantime. Then later when you are ready to find a wife you are playing catch-up to learn how to deal with women. How hard would it be to base yourself out of another country once you start the merchant marine work? You are almost certainly going to have to go somewhere else with a better pool of options if you want to successfully get a wife. This is all assuming that you stick with your current life plan. The other option is you try to get out of Romania and get to another country where you have better education/career/dating options. This would probably be riskier than your current path, and I don't know how difficult/expensive it would be, but I strongly suggest you look into it. You already speak English, so you could consider the Anglosphere options.

update, apparently I never needed a masters in the first place to advance to the final rank. 
It seems it was just a lie perpetrated by the students and some less knowledgeful professors and the ones who knew kept silent about it.
either way I would have found out about it anyway during my studies, unlike most who don't even look into it.

some fucking retard on reddit bragged about being a merchant navy electrical officer with 8 years of experience being paid 2000usd a month(minimum wage starts at 3000-3300usd and most new oficers start at 4k usd). 
retard didn't even know what degree he studied, whether it was electrotechnical(electrical) engineering or electromechanical(basically mechanical) engineering.

the problem with this is that the demographic situation grows worse year by year thus the pool of marriage material white women(which is already tiny) shrinks.

not to mention that I will be older and thus younger women wouldn't want nothing to do with me and thus I will only have women who are old and have failed in their life, former whores and single mothers, none of which I would ever want so at that point I would just be single since the options here are utter garbage as it is.

pretty hard since I would depend on the romanian state for continued accreditation of my credentials as those without their government's conditional approval cannot sail, you cannot be a stateless person and work on a ship.

as shit as romania's education system and the country's own reputation is, the universities are considered european due to being a EU member country and thus making it equal in the eyes of other countries, or atleast legally should be.

I am almost certain I can get free university here and also a student stipend for getting good grades.

As for dating I do not know, I don't share anything with women of my age and neither they with me at best the interest would be sexual in nature but I am not the most visually appealing person so why go with me if that is what they care about? same with status, my status here sucks since being intelligent is frowned down upon as you are seen as an "ungrateful up and comer who doesn't know his place".

If I cannot sail after I finish this uni is when I will try to get a job abroad because FUCK me if I am gonna be staying here any more than is necesary.

Not to mention that I will be unemployed when I graduate if I don't get hired in the merchant navy.

As for difficulty and price the pros for studying abroad are minor atleast in my view, not even accounting for the cons.
