Only if nobody is around to hear it. Unfortunately this has spread to me doing it in public when I think nobody is hearing, which doesn't always reflect reality.

kinda, the def of talking changes from discipline to discipline so the law requires i say no, but I have heard this called talking to a duck, speaking out loud, I assume as an homage to nikola tesla and his fascination with pigeons, but i digress; I believe this habit is helpful.  The part of the brain that connects your right and left lobe, i assume, is less than 15% of your brain's mass, so getting more brain power on a problem increases the chances of cross talk between wires/nerons. My understanding of the brain is a sparking poorly insulated conductor that just has enough insulation for some of your electrical pulses, like your heartbeat, to not regularly short circuit.

Sometimes, just for practice. The goal is to get a acceptable accent, eventually.

You may be kidding, but when I became too isolated my voice disappears. After a social event my vocal cords hurts a little just because I talked just a hour or two. I'm an autistic who likes to isolate myself but I tend to talk a lot near people, never asked for this weird combo.
It may look retarded but now I "warm up" before going to some events to fix it.

I was not kidding, you are right. I have the same problem, I see people only rarely, so my voice is not strong when I try to talk, and I lose it fast.
In extremity you can forget how to make the sounds. There was a man in Spain who was literally raised by wolves in the forest for some years when he was young. When he was found, he still remembered how to understand Spanish but he forgot how to say the words himself.
