That depends entirely on if you like shonenshit or not. Most of the characters are strange looking and have bullshit powers, there's a lot of melodrama (usually but not always for comedic effect), the main crew are all pretty straightforward characters, and there's screaming of course.
Personally I think it's fun as hell, but if you didn't like Dragonball then you're pretty likely not going to enjoy One Piece.

Who told you that? There's definitely filler episodes of widely varying quality but there is an overarching story split into sagas that almost all tie into one another and most events have noticeable effects later on in the storyline.
