must've been 8-9 years ago or so, but it was an older recording, in color, pretty sure it was on youtube, I might be wrong but I think the footage was mostly from a set camera and I think the lights were out and they only had flashlights and candles like in that video. that video you posted has some striking resemblance to it but at the same time I remember it was not acted, and there wasn't all this movement and change of scenes.

I'm involved in a somwhat simillar research on my job, and it's nothing impressive. Even if what they show on the video is real, chances are actual mechanism is extremely simplistic, final output video is prduced using mostly the input and not just neuron readings, and the reporter doesn't understand what's going on and mistepresenting the whole thing to make it sound cool.

I do think so. IIRC it was an experiment by Russian/Soviet scientists in the 1950s.
There even is an old image of them building a cybernetic/robotic body onto which to graft the severed dog head (pic related), but while I believe keeping the dog's head alive for a while would have been possible with the medical knowledge of that time, the robot suit probably is just an urban legend (or something wily researchers presented to clueless party members to secure further funding for their project).

To understand why, you have to understand that the cats are looking at the video screen and recognize themselves and the women behind them.
What scares the cats is that they see a larger cat in the screen where the woman they recognize is.
You can tell this is happening when the cat gets spooked and looks back at the woman's face. Some of the cats even display confusion.

The skillful part is that it doesn't really break suspension of disbelief until the second half of the video.
The true horror probably comes from a) a toned-down version of this kind of snake oil probably having been sold for real at some point and b) the neuro-active drugs we gulp down nowadays not being that dissimilar when it comes to the underlying purpose.
