I know that a watchalong on /a/(?) for the 20th anniversary of the anime is being planned by someone from a certain board around October 6-8, but I don't trust them and some desus really wanted it earlier. how do these usually work? a server with lots of bandwidth to serve the file for everyone or everyone gets the same local file and using some website to sync it?
Pretty much. The server hosts and streams the file to everyone, the user's browser decodes and plays it, the website script synchronizes the playback desu.
From my extremely limited experience the former makes it much easier for anydesu to participate, but I don't know of any services capable of streaming with high bitrate, and subtitles. The latter is best quality, but not nearly as convenient desu.

Based on the afterthreads, I think I see most desus available after around an hour from now and thirteen hours from now. At 7 am and pm UTC+0. How does that sound for you guys? We need to throw in some numbers or we'll get nowhere.

If you have better options you probably should go for them.
