Coulda sworn I read that of those that skip out of their taxes it was the upper class that did so the most. It's ironic as the cops and such are paid via taxes to protect the rich from losing their wealth via a rebellion.

You never go to jail and if you are a loser the cops look the other way as you get an escort. You get the best medical care as well so you live longer on top of diplomatic immunity. You are smarter due to having a better education and also less brain damage due to a lack of cortisol flooding your brain chemistry. At the end of your life you become puritan out of a fear that most rich go to hell, that eye of a needle camal thing, so you make life no fun allowed for the peasants so as to show how good you are so as to try to go to heaven as you can't stand the idea that the fun would ever end.
