Yes.

Yes and no, it depends on how you setup the class.
>Ranger
Can now run on 5 rather than just rolling away on the prequels, which also increases item pickup range as a nice bonus. Can equip either walk/run enhancements or vehicle requests for support, including really fast bikes that you can also call underground. Helicopters too, but those are a bitch to control. Alternatively, you can get the biggest pickup radius upgrade you can find and become a vacuum cleaner of items.
>Wing Diver
Jetpack waifu - the class. Can fly and dash around at the expense of a regenerating energy pool she has that is also shared with her energy weapons. Abusing her energy too much will force you to cooldown, which can be a big problem if you're getting zergrushed. Can equip cores that affect her flight/combat performance, and has even a type of core that greatly increases her energy output on weapons at the expense of making her ass too fat to fly.
>Air Raider
On his own he's just as slow as old Ranger, but he can request vehicles, including very fast grapes and more importantly mechas of which the red ones (and especially one of the dlc ones) are the swiftest. Can call spider-like vehicles called depth-crawlers underground that lets you walk all over the place, but the aiming is wonky when staying anywhere but on the ground. He only really depends on those when he can't just bomb everything to smithereens anyways.
>Fencer
Starting fencer is slow as molasses, with a single jump+boost from his weapons at best, but later on he can equip jump/dash boost enhancements that makes him absurdly fast, almost as if you were playing a babby version of Armored Core. A great improvement over 4, although the Javelin dash abuse was pretty funny. Alternatively, he has big shields that can make him (almost) fucking invincible with the right support gear.
That said, with two pairs of weapons at your disposal, you can have both great mobility AND defense, though you'll have to compromise on either of them to take full advantage of the other.
