To be a GOAT anime, it has to capture the distilled essence of what anime can be. My kneejerk reaction would be to say Akira, but the cyberpunk setting is too limiting. It definitely has the best animation, though.

Maybe… FLCL? I can’t think of anything else that really nails that immutably ‘japanese’ feel that it does. It’s not the BEST anime, but it’s the most ‘anime’ anime.

Where does FLCL genuinely falter? In regards to art and animation, it’s stood up very well. It’s OVA-quality, the handful of CG scenes are cel shaded and practically indistinguishable from the traditional animation. 
Like I said, it’s not Akira or GOTS-tier, but it’s better than practically everything of its era that wasn’t out of Ghibli.

It's not very deep, but it's so genuine that it's hard not to feel something, I watched it when I was at my lowest, and now almost three years later I'm sure glad I did.
You're not gonna learn anything new but you might ask yourself "what am I doing" if you're in the gutter.

Ginga Eiyuu Densetsu is my favorite. I don't usually re-watch anime, especially ones as long as that, but I've seen it a few times through.

Honestly, I think it is underrated. I believe it to transcend the source material, especially after the graphical update for the home release. My reasoning is that I have heard many normalfag weebs laugh at its reference, typically complaining that it's a "slideshow" and the space battles are unrealistic because they're too much like naval warfare.

I really think the show is animated gorgeously (at least character-wise, and it has a great many important characters) and has a lot of fair discussions about varying political views, ultimately not trying to shoehorn itself into a specific slant.

To be fair, I don't think most normalfags would be turned onto anime because of Ginga Eiyuu Densetsu. I think the discussion about "best anime of all time" has many answers. I would probably say that Cowboy Bebop is the anime with the broadest international appeal, though I would rather advocate for Monster because I think that is both an accessible anime and also exceeds the typical expectations for an anime.

Anon, its literally in the MAL top 10 and is also on every imageboard recommendations chart, on top of being memed fairly frequently.
Those people saying that kind of retardation are a minority of a minority, given that not that many people watched it to begin with, but the overwhelming majority of the ones that did watch it think its the best thing since sliced bread.

The exact same thing as asking what the best movie or tv show of all time is, or video game,  or book, or fruit, etc. It's to do with taste.

Alright, well I don't know. I just saw it and liked it more than any other anime I've ever seen. I guess I know complete shit about the culture surrounding it. I don't usually look at /a/ infographs, so I honestly don't know about the broader reception past what I've been told.

I'm not saying such a thing is important outside of introducing and convincing normalfags to anime as a respectable medium, hence why I mention Cowboy Bebop and Monster as such (though I really do think Monster is far beyond Cowboy Bebop in terms of narrative).

Gurren Lagann, obviously.
It incorporates everything great about anime but amped up to 11, and is a well-made masterpiece full of heart, passion and soul (no, I don't mean that in the meme buzzword way) with great and timeless themes, and its inspired a lot of people to grow in their own lives and strive for greater things.
