Honestly, I think it is underrated. I believe it to transcend the source material, especially after the graphical update for the home release. My reasoning is that I have heard many normalfag weebs laugh at its reference, typically complaining that it's a "slideshow" and the space battles are unrealistic because they're too much like naval warfare.
I really think the show is animated gorgeously (at least character-wise, and it has a great many important characters) and has a lot of fair discussions about varying political views, ultimately not trying to shoehorn itself into a specific slant.
To be fair, I don't think most normalfags would be turned onto anime because of Ginga Eiyuu Densetsu. I think the discussion about "best anime of all time" has many answers. I would probably say that Cowboy Bebop is the anime with the broadest international appeal, though I would rather advocate for Monster because I think that is both an accessible anime and also exceeds the typical expectations for an anime.
